The city is taking a look at the behavior of a lifeguard accused of not paying enough attention on the job, according to a report.
UT-San Diego is reporting that an angry citizen complained that he spotted and documented a lifeguard engaging in a lengthy conversation with two young women on the beach.
A lifeguard official explained that it's inappropriate to be distracted for any length of time – more than three to five minutes. The complainer, who documented the conversation in photos, said the lifeguard's talk with the women lasted an hour and a half.
Comments on the site appeared to favor the lifeguard and questioned the behavior of the man who documented the conversation by taking several photos of the women in bikinis outside the lifeguard tower.
